The Aged Care Industry Labour Agreement (ILA) is a new initiative by the Australian Government to facilitate the recruitment of qualified direct care workers from overseas to work in the aged care sector. The ILA aims to address the workforce shortages and skills gaps in the sector, while ensuring that the quality and safety of care for older Australians are maintained.

The Department of Home Affairs and the Department of Health and Aged Care hosted a joint webinar on June 2023 to provide information and guidance for aged care providers who are interested in using the ILA. The webinar also featured representatives from the Australian Nursing and Midwifery Accreditation Council (ANMAC), the Australian Nursing and Midwifery Federation (ANMF), and an aged care provider who has successfully used the ILA.

The webinar covered the following topics:

=>The background and rationale of the ILA, including the key features and benefits of the agreement, such as:

=> The ILA allows employers to sponsor overseas workers for four direct care occupations: personal care assistant, nursing support worker, enrolled nurse, and registered nurse.

=> The ILA offers concessions on age, English language, skills, and salary for eligible occupations, subject to certain conditions and safeguards.

=> The ILA requires employers to demonstrate genuine efforts to recruit and retain local workers, as well as provide training and career development opportunities for their staff.

=> The ILA is a template agreement that can be accessed by any eligible aged care provider without the need to negotiate individual terms with the Department of Home Affairs.

=> The process and requirements for applying for the ILA, including the steps involved, the documents needed, and the timeframes expected. The webinar also explained how to use the online application form and where to find more information and support.

=> The skills assessment process for overseas workers who are applying for visas under the ILA, including the role and responsibilities of ANMAC as the assessing authority, the types of assessments available, and the fees and charges involved. The webinar also highlighted some common issues and challenges faced by applicants and how to avoid them.

=> The perspectives and experiences of ANMF and an aged care provider who have used the ILA, including their views on the benefits and challenges of the agreement, their tips and advice for other providers who are considering using the ILA, and their feedback and suggestions for improvement.
